DHIS2 Specialists
Description
The DHIS2 specialists will be handling the following tasks as part of their scope of work:
- Working closely with City Admin/RHBS and MOH for efficient and effective DHIS2 implementation.
- Work with the teams across regions and other stakeholders to identify DHIS2 and data analytics skill gaps periodically, and analyze data for decision-making.
- Provide DHIS2 application implementation support and guidance to regional health bureau, zonal health departments, and woreda health offices.
- Provide consistent technical assistance on data analytics for regional health bureau users.
- Support users of the Public Health Emergency Management (PHEM) DHIS2 instance.
- Participate in DHIS2 customization, version updates, and testing (if applicable).
- Perform rigorous testing on the current version of DHIS2 to suggest solutions.
- Develop training guidelines, plans, modules, manuals, and post-training follow-up mechanisms.
- Offer assistance with the DHIS2 and other applications for enhancing the capacity of the regional health bureau, including training, review, and implementation.
- Prepare high-quality, standard concept, design, and process flow documents as well as user manuals in response to the DHIS2 and data analytics requirements.
- Participate in the customization of DHIS2 (back-end, front-end, and database technologies)
- Provide technical support to regions to make use of data for data-driven decision-making
- Provide data analytics and visualization training for program data users in the RHBs
- Develop data visualization dashboards for RHBs using Power BI
- Establish a continuous learning platform among RHB experts in analyzing, triangulating, and visualizing data systems.
- Train and build the capacity of the City Admin/RHB’s concerned expert in DHIS2 usage, data entry, and reporting and analysis.
- Configure and customize the DHIS2 system to meet the specific data management needs of the City Admin/RHBs.
- Ensure or communicate with MoH on data quality, integrity, and security within the DHIS2 system.
- Collaborate with external stakeholders to align DHIS2 implementation.
- Participate in the implementation of other HMIS
Professional Requirements of DHIS Specialists
- Having a BSc degree or above in computer science, information technology, software engineering, health informatics, health management, and related discipline
- Having at least three years of experience working in public health environments, especially in the field of digital health
- Proven experience in DHIS2 implementation, configuration, and customization.
- Strong knowledge of DHIS2 functionality, data models, and reporting features.
- Familiarity with health information systems and public health data management.
- Experience in DHIS2, data analytics and visualization,
- Experience in data mining and data analysis tools such as R, Python, and other BI tools such as Power BI and Tableau
- Demonstrated ability to work in a multi-disciplinary team environment and different stakeholders
- Excellent communication and presentation skills, analytical and interpersonal abilities, and excellent oral and written communication skills in English.
- Working knowledge of regional language is mandatory
For whom to report and workplace
The reporting line of the DHIS2 specialist will depend on the city administration /regional health bureau structure. The twelve RHBs and two city administrations will be the sites of the works. The place of work at the regional health bureau office and responsible for all respected zones of the regional supports
HABTech Role and Responsibilities
HABTech Solutions will supervise candidates and provide capacity building in collaboration with the MoH, HISP Ethiopia, and other partners. Knowledge transfer to the DHIS2 specialists will be handled by HABTech. In addition, HABTech will pay DHIS2 specialists on a monthly basis salary in accordance with the results they produce.
Funding and Duration
The BMGF is the primary source of funding for the coming four years. Thus hiring of the DHIS2 Specialists will run until September 30, 2024; further extensions will depend on when funding is made available.
Other terms and conditions:
- In case of resignation, one month of notice is to be served by the candidate.
- Should be ready to travel anywhere in the region for the assigned activities.
