Description
The Finance and Grants Manager is responsible for leading and managing company/project financial reporting and due diligence oversight of project grants and subcontracts to local and international partners and ensuring compliance with HABTech and donor rules and regulations in all spending. The Finance and Grants Manager will work closely with the Director of Finance & Operations to ensure the effective implementation and monitoring of all grants and contracts in their portfolio including start-up and close-out of sub-agreements
Key role and responsibilities:
Finance management
- Make sure that day-to-day data record keeping, payment preparations, monthly tax management, and compliance issues
- Prepare payments through bank transfer letters
- Make monthly account reconciliations
- Make sure proper financial control is in place and the company’s policies and procedure manuals are adhered
- Make decisions on finance-related issues by the delegation given by the Finance and Operations Director,
- Prepare periodic financial performance reports in comparison with budgets defined
- Carry out all necessary actions to ensure that the company meets its financial and legal obligations,
- Prepare financial reports related to budgets, account payables, account receivables, expenses etc.
- Develop and implement plans for budgeting, forecasting, and reporting.
- Make estimates of funds required for the short and long-term financial objectives of the organization.
- Work with auditors to ensure the accuracy and integrity of financial statements, providing transparency and building trust with them
- Respond to Auditors findings (if any)
- Prepare and provide periodic financial reports and interpret financial information to managerial staff while recommending further courses of action.
- Performs any other duties as assigned by the Finance and Operations Director
Grant management
- Provide technical support for grant solicitation, and pre-award processing including vetting & preparation of sub-grantee agreement
- Follow up with each sub-grantee for monthly and quarterly reporting requirements and carry out sample spot-checking as required
- Responsible for planning for a compliance monitoring plan for each subgrantee for routine site visits, inspection and audit of financial records, and progress reviews.
- Work with partners and grantees to ensure that grants & contracts are implemented by donor’s rules and regulations- focusing on finance, procurement, and compliance
- Review and monitor sub-grantees financial reports and incurred expenses under the approved grant document and monthly work to ensure these are adequately documented and in compliance with the grant agreement and applicable donor’s regulations
- Provide technical support and training to partner organizations including universities to strengthen their financial and administrative capacities
- Prepare Monthly Expenditure analysis including accrual projections to determine where budgets are over and/or underspending
- Responsible for liaising with the finance department for the review of monthly financial reports
- Identifies potential fund sources and actively works for the generation of funds from different local and foreign sources in collaboration with the program team.
Job Requirements
Education:
- BA degree or above in Accounting, Business administration, and related disciplines.
Experience
- Having a minimum of five years of experience in accounting and/or financial administration
- Having a minimum of three years of experience in accounting/ financial management in a private limited company context
- At least 5 years of experience in program management and /or grants management and proposal/business development/design; or
- Prior knowledge of donors (BMGF, EU, USAID, DFID, Global Fund, etc.) and government regulations preferred.
- Strong experience in Ethiopian financial management regulations
- Good communication with strong organizational, time management, and analytical skills.
- Excellent interpersonal, and cultural skills and flexibility to adapt to changing requirements.
- Strong digital literacy is required.
Language
- Proficiency in English and Proficiency in Amharic required.
