Senior Cybersecurity Specialist

Background:
HABTech Solutions, in collaboration with the Ministry of Health (MoH), seeks a Senior Cybersecurity Specialist to join the MoH for a six-month contract. The role will focus on enhancing the security of DHIS2 and related health data systems, protecting health data and infrastructure, and ensuring compliance with national and international security standards.

Objective:
The Senior Cybersecurity Specialist will enhance the security of DHIS2 and related health systems, conduct risk assessments, implement security measures, and train MoH staff on cybersecurity best practices.

Scope of Work:

• Security Architecture: Design and implement security frameworks for DHIS2 and related systems, review existing setups, and ensure compliance with best practices.
• Risk Assessment & Mitigation: Conduct risk assessments, design security protocols, and implement risk mitigation strategies. Perform periodic audits to evaluate and improve security.
• Incident Response & Monitoring: Develop an incident response plan, monitor systems for security threats, and respond to security incidents.
• Training & Capacity Building: Conduct security awareness training and provide guidelines for MoH staff on secure use of DHIS2.
• Documentation & Reporting: Document processes, provide detailed reports on audits and security actions, and submit monthly progress reports.

Deliverables:

• Security architecture and technology implementation for DHIS2.
• Risk assessment reports with mitigation strategies.
• Developed incident response protocol.
• Security training materials and completed sessions for MoH staff.
• Security implementation roadmap and playbook for handling security incidents.
• Final report on activities, achievements, and recommendations.

Qualifications:

• Education: Bachelor’s or Master’s degree in Cybersecurity, IT, or a related field.
• Experience: 7+ years in cybersecurity, with expertise in security architecture, risk assessments, firewalls, incident response, and health data protection. Experience with DHIS2 is a plus.
• Skills: Knowledge of cybersecurity frameworks (ISO 27001, NIST, GDPR), expertise in firewall configuration, database security, and encryption. Strong communication and analytical skills.

Reporting Structure:
The Senior Cybersecurity Specialist will report to the Digital Health Governance Lead of MoH and HABTech Solutions’ Digital Systems Director, with daily collaboration with MoH IT staff.
