Description

The Human Resource (HR) Manager will be responsible for overseeing all aspects of human resources for the project, including recruitment and hiring of staff, onboarding and off-boarding, maintaining HR files, ensuring HR compliance, performance management, policy development and enforcement, and staff training and development, among other tasks. The HR Manager will be responsible for troubleshooting HR issues, coming up with solutions, and being proactive in all aspects of HR management for the project. The HR Manager will work very closely with the project director and Finance and Operations Director. The HR Manager will supervise other HR-oriented staff, including any HR Assistant/Offers. The HR Manager will report to the Project Director.

Key Duties and Responsibilities:

  • Serve as the first point of contact for internal and external stakeholders on all matters about Human Resources;
  • Create and monitor a human resources management system that complies with top organizational and donor objectives, policies, and requirements;
  • Support the development of staffing plans and organizational charts;
  • Ensure that the local hire employee manual and administrative policies, procedures, and manuals are disseminated, understood, and observed by all staff;
  • Oversee all recruitment for the project, ensuring fair and transparent recruitment practices (which includes establishing a clear process for all project recruitment, supporting the development of job descriptions, managing the process for posting job advertisements, overseeing shortlisting and interview process, and managing the negotiation process);
  • Oversee the hiring and onboarding process for all new hires, ensuring a smooth process to orient and onboard new staff so they can quickly take on project work;
  • Establish and manage a process for performance management across the project and ensure all staff complete performance reviews on time and support supervisors or staff when performance issues arise;
  • Oversee employee off-boarding/terminations;
  • Oversee a fully compliant file management system for all HR-related documentation;
  • Liaise with the local labor lawyer, in coordination with the project director, as needed;
  • Lead staff productivity and retention efforts for local personnel, including supporting professional growth and development plans;
  • Support and promote the training and development activities for staff across the project;
  • Provide training for all new staff (and refresher training) on the project’s HR policies and procedures, including travel to the regional offices for on-site training of regional staff;
  • Provide overall management of HABTech solutions timesheet system, and replicon, to ensure compliance;
  • Collaborate and coordinate regularly with the rest of the finance and operations team, specifically related to HR items
  • Manage compensation and benefits for project staff, including ensuring adherence to Local Labor Laws and practices and HABTech solutions norms;
  • Provide coaching to managers on all HR-related matters including hiring, termination, performance evaluations, employee relations, and organizational policies;  
  • Responsible for implementing HABTech solutions accountability framework and Code of Conduct, and adhering to Company policies on fraud management;
  • Maintain an up-to-date knowledge of government laws and regulations as they relate to labor, taxation, immigration, and any other legal requirements that impact the HR function;
  • Perform any other project-related tasks as assigned by the supervisor.

Required Qualifications:

  • BA degree and above in Human Resources Management or related field
  • More than seven years of proven experience as an HR Manager.
  • Knowledge of Ethiopian Employment Law and Regulations.
  • Experience with HR Software and Systems.
  • Excellent People and Conflict Resolution Skills.
  • Effective communication, negotiation, and decision-making skills.
  • Ability to think strategically and develop policies and procedures.
  • Strong organization and project management skills.
  • Ability to multitask and meet deadlines.
  • Must be fluent in Amharic and English (written and spoken);
  • Ability to handle confidential information with care;
