Description
The Monitoring and Evaluation (M&E) Coordinator is a full-time position with HABTech solutions. The M&E Coordinator will be responsible for providing technical assistance for field support activities, ensuring technical quality of data-related issues, synthesis and documentation of program learnings and ensuring learning is disseminated, understood, and applied in program development. The M&E Coordinator will also assess and report on project outputs, providing a record of progress, effectiveness, and lessons learned. The overall approach is expected to provide the project directors and the funder with accurate, practical, and useful information (both quantitative and qualitative) in a consistent, timely, and cost-effective manner.
Primary Responsibilities & Duties
- Support development of the M&E system; design and implement knowledge management systems that allow the project to review and analyze data and information on relevant technical areas as a basis for providing up-to-date information on impact, effectiveness, outputs and inputs to the program.
- Collect, analyze, and aggregate M&E data across project implementation areas;
- Provide technical leadership in M&E for the project and work closely with other staff to integrate M&E into daily activities and inform better program implementation;
- Support the development of the evaluation learning agenda and work internally as well as with partners to design and review evaluation instruments e.g. questionnaires, interview guides, surveys, observational checklists, etc, coordinate the collection of data, monitor data quality and analyze findings.
- Provide M&E quality assurance for monitoring, evaluation, and research activities and ensure adequate documentation of all processes and results;
- Provide oversight to regional staff and partners concerning M&E;
- Assist in the preparation of work plans (including those of partners) consistent with the strategic objective and results expected of the program and support monitoring of the implementation of approved work plans;
- Facilitate routine capturing of cost data involved in program implementation
- Facilitate documentation of program learnings and experiences and produce case studies, best practices; success stories, and lessons learned for internal and external use
- Draft quarterly and annual progress reports and support partners in developing reporting formats and communication tools. Using M&E data draft materials for use in communications relating to sector programs, including fact sheets, presentations, etc.;
- Represent the program to partners and private organizations to ensure visibility and increase awareness; look for/seek opportunities to share program results at international fora; and
- Carry out other project duties as assigned.
Desired Qualifications
- Graduate a related degree with 5 years of M&E experience in large, complex programs;
- Demonstrated applied skills in M&E methods and use of data for service-strengthening projects/programs;
- Demonstrated leadership working with other technical experts in M&E;
- Ability to work in diverse settings with public, private, and NGO sectors;
- Ability to tailor data collection approach to local needs, interests, and capabilities;
- Ability to convey M&E results to non-technical stakeholders and generate interest in the use of M&E data/results for programmatic improvements;
- Demonstrated capacity to oversee the development/implementation of work plans, reports, and presentations;
- Excellent interpersonal, teamwork, supervisory, communications, and mentoring skills.
